Site 1 was permitted by the Corps of Engineers in 1979. It is 10.8 nm from the inlet. The first culverts were placed on the center of the site in 1990. The old culverts and the barge Argoil are popular fishing locations. These are excellent locations for divers to see invertebrates that not usually found in the Keys and south Florida. Depths range from 60-80 ft.

The original deposit on this site was scattered concrete culverts placed in 1990. When the pile was originally placed there was some stacking and culverts that landed vertically to achieve a relief of 10-15 feet. Now after many years of being moved around by storms there is little or no stacked material with a maximum relief of 8 ft.

In July 2010, 500 tons of clean concrete culverts were placed on the south part of site. The pile is approx 17 ft. high. The depth is 74 ft.

On July 27, 2012, a barge load of clean concrete culverts and seawall material from Rose Bay was placed in the southwest part of the site. The deposit was made from both sides of the barge. The height of the deposit is approx 8 ft. and the length is 80 ft. The depth is approx 75 ft.
